Purpose

Honolulu Community College is developing a comprehensive institutional effectiveness model designed to insure the continuous assessment of the effectiveness of all components of the college's programs and service, including: credit and noncredit instruction, student services, facilities and equipment, community outreach, administration, maintenance, communication/computer support, library support, academic support, secretarial/clerical suport, campus security, and linkages to the feeder schools, the workplace, and transfer institutions.

Given the diversity of the college's mission, assessment of institutional effectiveness is a complex and challenging activity. A highly skilled, appropriately diverse campuswide committee is required to effectively plan, prioritize, coordinate, and communicate assessment efforts.

Function

The Assessment of Institutional Effectiveness Committee:

  • Will develop an Institutional Effectiveness Assessment Plan.
  • Will conduct and publicize campus assessment efforts following the plan.

Some major areas of regular assessment:

  • Periodic Program Reviews
  • Career Student Follow-Up
  • Transfer Student Follow-Up
  • "Leaver" Research
  • General Education Outcomes Research
  • Continuing Student Research
  • Student Evaluation of Instruction
  • Fact Books (student demographics, enrollment data, retention statistics, transfer patterns, employment patters)
  • Client/User Evaluations (facilities, bookstore, food service, libraries, computer labs, etc.)
  • Needs Assessment Surveys
  • Feeder School Surveys
  • Special Program Research

Publicity Functions

Assessment efforts are not launched to simply meet an evaluation requirement. Assessment activities are conducted to gauge effectiveness and to promote continuous quality improvement. Therefore, assessment activities must be effectively communicated so that the findings can be used to improve program performance.

The committee will, therefore, insure that the findings from assessment activities are readily available to the campus and community by posting minutes and reports to the Institutional Effectiveness webpage, printing and distributing appropriate hard copies to those responsible for program development.

The committee will promote the use of findings by encouraging meetings/workshops to discuss/share assessment findings.

The committee will, simultaneously, encourage program heads and administrators to report on program modifications resulting from the review of the findings.

The committee will also keep the campus aware of and promote application to various assessment funding sources (UH-Educational Improvement Funds and Grants)

Workload

While the full committee will normally meet monthly, subcommittee work may be far more intensive depending upon assignments. Should a member be selected to coordinate a significant research effort, assigned time may be granted.
