Honolulu Community College Library supports the mission of Honolulu Community College by assisting students, faculty and staff in obtaining and using information resources effectively to enable and promote student learning. While the general public may use the library, their conduct must adhere to the rules and policies set forth by this document.
Library users are expected to:
  • Adhere to the Honolulu Community College Student Conduct Code.
  • Respect legally established policies and procedures for using library services.
  • Respect the rights and privacy of other students, faculty, staff and other library patrons.
  • Be considerate of others -- no loud talking, singing, whistling; using profane language; disruptive behavior. Do not disrupt the Library with noisy or disorderly conduct.
  • Abide by the cellphone policy: Turn off or set phone to vibrate prior to entering the building. Take and make all telephone calls outside of the library.
  • Abide by the food and drink policy: Only dry snacks and covered beverages are allowed.
The following are strictly prohibited:
  • Engaging in activities prohibited by the Student Conduct Code and College Policies.
  • Leaving children unattended or left unsupervised. Children should be accompanied at all times for their safety and well being by a parent or adult. Children under the age of 13 who are unacommpanied by an adult may be referred to Campus Security.
  • Engaging in loud, disruptive, destructive, or unsafe activity or behavior that interferes with others use of the library, or with the ability of staff to perform their job duties.
    Examples include but are not limited to: disruptive use of radios, CD or DVD players, cell phones, or other electronic devices; running, blocking aisles, making loud noises, throwing things, pushing and shoving, misusing library property, or misusing restrooms; and encroachment into staff work areas or unauthorized use of staff resources.
  • Using library electronic resources to access, disseminate or print constitutionally protected materials which is in violation of copyright laws and/or resource licensing agreements. Complying with this rule is the responsibility of the user.
  • Engaging in threatening or harassing behavior, or causing physical or emotional harm. Harassing behavior is deliberate and/or repeated behavior that is not welcome or creates a hostile environment on library premises or in communication (e.g. telephone, e-mail, FAX, written) with staff.
    Examples include but are not limited to: brandishing a weapon, verbal or physical harassment, making threatening comments or gestures, stalking, constantly staring at or following another person, lewd comments or behavior, showing pictures or other materials to persons without their permission, or using harassing, hostile or abusive language.
  • Destroying, damaging, or defacing library facilities, materials, equipment or software.
  • Bringing animals, other than service animals, into the library.
  • Engaging in sexual misconduct.
    Examples include but are not limited to: indecent exposure, masturbation, offensive touching, overt displays of personal affection, sexual harassment of other library patrons or staff.
These rules are intended to maintain the library's peaceful atmosphere, facilitate library usage, preserve easy access to materials, and protect property. Persons who do not follow the rules will be asked to leave the library. Mahalo for your cooperation.
Consequences for violating Library Rules of Conduct
  • People who demonstrate unacceptable conduct will be asked to stop their behavior.
  • Lack of cooperation will result in removal from the premises, and/or restriction or termination of library privileges.
  • Library staff will call HCC security staff and/or the Honolulu Police Department as is deemed appropriate for the situation.
  • Violation of these rules of conduct is cause for the library to deny permission to enter its facilities for a time specified by the Head Librarian.
Rights of Appeal
  • All library staff are expected to apply library policy in a fair, reasonable and positive manner. Individual patrons who question the way that library policies have been applied may use the appeal process.
  • The appeals process shall begin with the Head Librarian or her appointed delegate. If an amicable solution cannot be found, the Dean of Students will be consulted. The Vice Chancellor of Academic Affairs and/or the Chancellor of Honolulu Community College may also be consulted.
